Government, Regulation & Legislative Affairs
We provide strategic counsel at the intersection of government action, regulation, and legislation in Puerto Rico and on the federal level. The practice helps clients comply with sector-specific regimes (including telecommunications, healthcare, energy, and finance), shape and monitor legislative initiatives, and manage relationships with agencies and public officials. Support includes representation in administrative proceedings, defense of regulatory enforcement actions, ethics and governance counseling, and guidance through public procurement processes when clients contract with government entities.
Administrative Agency Proceedings
Work includes permit and compliance counseling, responses to investigations or enforcement actions, and challenges to agency decisions. Clients are guided through informal settlements, administrative hearings, and judicial review before the Puerto Rico Court of Appeals and Supreme Court.
Condominium Law
Guidance includes navigating the Puerto Rico Condominium Act (Act 129-2020), creating Horizontal Property Regimes, drafting deeds, and registering projects in the Property Registry. The team also assists with management of common elements, utilities, green areas, and recycling-related requirements, using mediation or litigation when disputes arise.
Energy
The team guides clients through permitting and compliance under statutes such as the Puerto Rico Energy Public Policy Act (Act 17), which targets a fully renewable grid by 2050, and advises on alignment with initiatives like PR100. Representation includes stakeholder management and regulatory strategy before the Puerto Rico Energy Bureau and related agencies.
Government Affairs & Public Policy
The firm develops and executes advocacy strategies aligned with client goals across sectors such as healthcare, energy, finance, and tourism. Services include legislative monitoring, drafting position papers, preparing witnesses for hearings, and coordinating meetings with policymakers and agencies.
Public Utility Law
Counsel is provided to utilities and stakeholders on compliance and proceedings before the Puerto Rico Energy Bureau. The practice supports public-private partnership structures under Act 120-2018, modernization of infrastructure, renewable integration, and negotiation of long-term power purchase agreements. Advice also covers PREPA/LUMA-related transitions, carbon-reduction and green-certificate strategies, and financing for climate-resilient projects.
Real Estate
The firm supports real estate transactions and redevelopment projects with environmental or land-use complexity, including due diligence for brownfields and legacy industrial sites. Services include environmental site assessments, risk allocation and remediation strategy under local regulators such as the Department of Natural and Environmental Resources and federal statutes like CERCLA, and securing permits for development. The team advises on energy-efficiency and sustainability requirements, incentives and funding for green projects, and related title/financial encumbrances that affect development feasibility.
Transportation
Our transportation practice guides infrastructure and mobility projects—highways, rail, ports, and public transit—through Puerto Rico’s regulatory, safety, and environmental frameworks. The team supports agency collaboration and funding, integrates smart-traffic and green-infrastructure approaches, and manages approvals from planning through delivery.
